In order to thoroughly implement General Secretary Xi Jinping's important statements and instructions on safety production, as well as the major decisions and deployments of the Party Central Committee and the State Council on safety production, and in accordance with the work requirements of the State Council Safety Committee, effectively implement the responsibility of electrochemical energy storage safety management, strengthen the safety management of the entire chain, and resolutely prevent and contain major accidents, the relevant matters are hereby notified as follows.

1、 Enhance the intrinsic safety level of battery systems. The industrial and information technology departments are accelerating the research on battery safety, promoting the technological progress of electrochemical energy storage batteries, and standardizing the design and manufacturing of battery systems. The market supervision and management department standardizes the production and sales of battery products, maintains market order, strengthens credit supervision, and promotes the construction of a credit system for market entities.

2、 Conduct safety condition and facility evaluation for electrochemical energy storage projects. The project unit shall strengthen project safety management, conduct comprehensive analysis of the safety production conditions and facilities of the electrochemical energy storage project during the feasibility study stage, and form a written report for future reference; Inspect the safety facilities of the project after completion or trial operation, and promptly rectify any problems found; After a certain period of operation, conduct a safety post evaluation to ensure the safety and reliability of the entire project lifecycle.

3、 Further improve the standards and specifications related to electrochemical energy storage. Market supervision and management departments, energy regulatory authorities, and relevant departments are accelerating the revision of standards and specifications for the design, construction, acceptance, grid connection, and operation of electrochemical energy storage power stations. The energy regulatory department, in conjunction with relevant departments, shall formulate standards and specifications for enterprise safety production standardization and other safety production aspects, and strengthen the connection and application with mandatory national standards for energy storage battery products. The fire rescue department shall formulate standards and specifications for fire management, fire monitoring and early warning.

4、 Implement safety supervision responsibilities for electrochemical energy storage projects. According to the principles of "three management and three musts", "whoever is in charge takes the lead, whoever is in charge takes the lead, and whoever approaches takes the lead", further strengthen safety supervision. All electrochemical energy storage power plant projects must be registered in accordance with laws and regulations. 5、 Strengthen departmental work linkage and information sharing. The energy regulatory department shall strengthen communication and coordination with emergency management, industry and information technology, market supervision and management, fire rescue and other departments, and establish working mechanisms. Relevant departments should strengthen linkage and carry out joint research, training, inspection, law enforcement, etc. Strengthen the monitoring of the construction and operation of electrochemical energy storage and the sharing of data and information between departments, and promptly report major issues and situations. Promote the establishment of an electrochemical energy storage fire alarm information reporting and joint disposal mechanism.

6、 Implement the main responsibility of enterprise safety production. The electrochemical energy storage project unit shall implement the main responsibility for safety production, and coordinate the safety management of the entire process of project planning, design, construction, operation, and retirement. The safety facilities of the project are designed, constructed, put into production and use simultaneously with the main project. Strengthen the investigation and management of safety hazards, establish a solid foundation for project safety, enhance on-site safety risk classification and control, improve enterprise safety production rules and regulations, enhance emergency response capacity building, ensure safe operation, and prevent safety production accidents from occurring.

Relevant departments in various regions should firmly establish the concept of safe development, coordinate development and safety, take ensuring safety as an important prerequisite for the development of electrochemical energy storage, integrate it into all aspects of electrochemical energy storage development, and promote high-quality development of electrochemical energy storage. Provincial energy regulatory departments should strengthen overall coordination and accelerate the construction of a local electrochemical energy storage safety supervision system.
