This project is listed as a key industrial project at both municipal and county levels. It is the core project for filling the gaps in the city's vanadium-titanium new material industrial chain and strengthening the industrial economic foundation of the county. The project is implemented in phases and has an overall planned annual mining and processing capacity of 11 million tons. The first phase plans to have a production capacity of 5.5 million tons. It is scheduled to be completed and put into operation by the end of June 2027. The project is equipped with a complete set of infrastructure such as standardized beneficiation workshops, storage and logistics areas, environmental protection treatment systems, power supply and water supply and drainage networks. It adopts mature and advanced vanadium-titanium multi-metal separation technology, which can achieve comprehensive recovery of valuable metals such as iron, titanium, and vanadium. The project construction supervisor stated that in order to accelerate and improve the construction process, the project department has detailed all the construction stages throughout the entire process, established a list of key tasks for breakthroughs, scientifically allocated human resources and machinery, and simultaneously carried out civil construction, the customization and installation of large-scale mining equipment, and the construction of supporting facilities in the factory area. Currently, the overall construction is progressing smoothly. Since the project started, it has adhered to the priority of ecological protection and green development, benchmarking against the standards for green mines, coordinating the development of mineral resources with ecological restoration and governance, simultaneously equipping with environmental protection facilities such as tailings ponds, waste treatment, and soil and water conservation, balancing industrial development and ecological protection, and striving to create a modern, green, safe, standardized, intensive, and eco-friendly mine, achieving the coordinated development of mineral resource development and ecological protection. 

Luo Yu, the chairman of Yangfan Company, introduced that after the full-scale production of the project, it will be able to produce 850,000 tons of iron concentrate powder and 90,000 tons of titanium concentrate powder annually. The implementation of this project will further extend the processing chain of vanadium and titanium, optimize the spatial layout of the vanadium and titanium industry in the city, significantly increase the comprehensive utilization rate of vanadium resources, attract the clustering and establishment of upstream and downstream supporting enterprises, and continuously provide impetus and support for the high-quality development of Yang County's economy. 

It is known that the construction project's owner, Yangfan Company, is a state-controlled enterprise under the Yige Mining Group of Shaanxi Nonferrous Metals Group. It was established in 2013 through the integration of multiple mining enterprises in Yangxian County and has core businesses including the extraction, processing, and recycling of vanadium-titanium magnetite ores, as well as the comprehensive development of associated metals. The vanadium-titanium magnetite ore resources in Bijiagou mining area are abundant, and the potential for comprehensive development of associated metals is huge.
